    Boston Suspect Charged With Using WMD

    Dzhokhar Tsarnaev, the surviving suspect in the Boston bombing, has been charged with using a weapon of mass destruction and could face the death penalty. He’ll face those charges in civilian court, rather than a military tribunal. “Under U.S. law, United States citizens cannot be tried in military commissions,” White House Press Secretary Jay Carney told reporters. Sen. Lindsey Graham and other Republicans have been pushing for enemy-combatant status.
