In what was likely not the most uplifting of speeches, Governor Peter Shumlin of Vermont spent his entire State of the State speech on “a full-blown heroin crisis” facing the state of Vermont. Since 2000, treatment from opiate addictions in the state has increased 770 percent, Shumlin informed the crowd. Almost twice as many people died from heroin overdoses in 2013 than in 2012. “In every corner of our state, heroin and opiate drug addiction threatens us,” he said.
