Alaska State Senate Finance Committee Co-Chairman Pete Kelly wants to combat his state’s fetal-alcohol syndrome problem by providing bars and restaurants with state-funded pregnancy tests. So, you know, if there’s any chance you might be pregnant you can be absolutely sure before you order that drink. Kelly has made clear that he is not, however, in favor of state-sponsored birth control in bars or elsewhere. “Birth control is for people who don’t necessarily want to act responsibly,” Kelly told the Anchorage Daily News, claiming that while pregnancy tests can help someone who “just doesn’t know,” birth control is “a level of social engineering that we just don’t want to get into.”
