Pro-Russian rebels shot down a Ukranian military transport plane on Saturday morning, killing all 49 people aboard—the biggest single loss of life since Ukraine began fighting pro-Russian separatists. The aircraft was carrying equipment, food, and military personnel  who were being flown in as part of a routine rotation. “Rather than extending a hand to these people, inviting them to the negotiating table and agreeing on how to continue to live in the country all together, the military operation continues,” Foreign Minister Sergey Lavrov said on Russian television. “Naturally, under the roar of cannon fire, shelling and strikes from combat aircraft, such dialogue is impossible.”
