The World Health Organization announced the Ebola outbreak in Senegal was officially over. The country only had one case of the disease, of a young man who had traveled to Dakar from Guinea. The Senegalese government monitored everyone the man had come in contact with and boosted surveillance at the borders. WHO congratulated the country but also warned that it is still vulnerable to imported cases. At the same time, an internal memo at WHO admits to botching the response to Ebola in West Africa, writing that "nearly everyone" ignored the potential spread.
