Assange has not left he building in three years to avoid extradition to Sweden on sexual-assault charges, and he claims he will be extradited to the United States from Sweden in relation to his classified-documents scandal. Police cited high costs as the reason for their change in policy. Surveillance had cost $17 million as of April.
