German law enforcement has arrested a man linked to the string of sexual assault attacks on New Year’s Eve in Cologne. The suspect is a 26-year-old Algerian man. He is the first person to be charged with a sexual assault offense related to this case—he is accused of groping a woman and stealing her cellphone.
