Outgoing North Carolina Gov. Pat McCrory has signed legislation that will reduce some powers of his successor, Roy Cooper, who defeated McCrory in last month’s gubernatorial election. The law combines the state’s elections and ethics boards into one, thereby preventing Cooper from appointing more Democrats to each. The legislation also makes appellate court elections partisan. Protesters crowded inside the state’s General Assembly on Friday and disrupted the debate over the law. At least 10 of them were arrested. Cooper will take office on Jan. 1.
