A mandatory evacuation order has been issued for the area near the Barker Reservoir in Houston, even as floodwaters recede throughout the city. A voluntary evacuation order was upgraded for several subdivisions in Fort Bend County, where there is already a curfew from midnight through 6 a.m. Officials warned anyone who must leave to wait until daybreak, because roads are unsafe. “It’s just not safe to go back there yet,” said spokesman Alan Spears, who acknowledged that some residents may see floodwaters going down in other parts of the city and may be tempted to return.
