New estimates from the International Organization for Migration say more than 500,000 migrants have entered Europe by boat this year—more than double the number in all of 2014. Nearly 3,000 have died trying to make that passage, most of them those trying to cross from North Africa. Nearly 400,000 people made their way in through Greece.
