A 60-year-old Philadelphia man who was seriously injured after a package exploded in his home was deliberately “targeted,” police said Tuesday. The man was opening a manila envelope that was addressed to him early Tuesday when it detonated. “The device was triggered by the actual victim,” said Philadelphia Police Commissioner Richard Ross. “When you open the package it goes off, but it was a device.” The victim opened the package believing it contained medication, but it did not go through the mail, according to investigators. “They believe it was placed there,” Ross said. “The bar code was old and it would not have gone through the U.S. Mail.”
