The women were apparently accused by the Taliban of “moral deviation and adultery,” security officials report. The province has been the center of a recent violent surge—people have been encouraged to report incidences of adultery to religious leaders—though it is listed as one of the areas to be handed over to Afghan control in the plan to relinquish NATO military power in the country.
