Oil began washing ashore on the Florida-Alabama border Wednesday, and officials said the substance, which resembles tarry-mousse, is ankle-deep on the beach near Pedrido Key in Florida. Tarry-mousse, the gooey substance created of the remnants of the spill, has already washed up in Louisiana and Alabama. Beaches in Florida remained open, but signs warned swimmers to stay out of the water.
