Married gay and lesbian couples can once again adopt and foster children in Arizona, after a ruling from Governor Doug Ducey. Same-sex couples had full adoption rights in the state since same-sex marriage was legalized in November. In February, the Department of Child Safety stopped issuing them licenses. "With 17,000 children under the state's care, we need more adoption in Arizona, not less," Ducey said. "That's why I feel strongly – as I have said many times before – that all loving families should be able to serve as foster parents and adopt."
