Elizabeth Ferris is a senior fellow in Foreign Policy at Brookings and the co-director of the Brookings-Bern Project on Internal Displacement. As co-director of the Project, Ferris focuses on the international community’s response to humanitarian crises, with a particular emphasis on the human rights of internally displaced persons.

The flow of aid is heartening. But with Haiti's government in shambles, the global community has to step up to guard human rights and stave off "the disaster after the disaster."
