Jamie Rubin is the former assistant secretary of State for public affairs and chief spokesman for the State Department (1997-2000). He was also a top policy adviser to Madeleine K. Albright and served as a special negotiator during the Kosovo war.  He is  an adjunct professor at Columbia University.
