Beijing schools closed and outdoor construction came to a standstill on Monday as the city issued its first ever pollution "red alert." The alert— the highest possible warning level—was issued late Monday and will remain in place until midday Thursday. The city has also ordered limits on car use and some factories have been forced to halt operations.
