San Francisco’s city attorney is investigating who is behind a graffiti campaign promoting Justin Bieber’s new album, Purpose, officials said Monday. City Attorney Dennis Herrera sent a letter to Universal Music Group about the graffiti, which has not washed away even after recent rainstorms. City crews have removed some of the spray paint, as officials have received complaints, Herrera said. He added that the campaign “irresponsibly tells our youth that likeminded lawlessness and contempt for public property are condoned and encouraged by its beneficiaries.”
