As the traffic in lower Manhattan becomes increasingly dense in the absence of traffic lights, Mayor Bloomberg announced he plans to mandate passenger minimums on cars in the city. Sources say the mayor will announce that cars with only one person are not allowed to enter Manhattan at a press conference today. "He's going to put a limit on the number of people you can have coming in," one said. After 9/11 a similar rule was put in place, that banned cars with less than two people would not be allowed on lower Manhattan-bound bridges and Queens-Midtown and Lincoln tunnels between 6 am and noon.
