An 11-year-old South Carolina boy fatally shot his 12-year-old brother during a Friday target-shooting outing in Ohio, the Carroll County Sheriff's Office reported Tuesday. The victim, Joseph Baily, was pronounced dead at the scene from a head wound. The weapon has been confiscated and identified as a handgun. According to the Sheriff Dale Williams, the boy accidentally shot the gun after picking it up off a picnic table. While charges will not be filed against the juvenile, authorities indicated criminal charges could be pursued against whomever failed to secure the gun.
