The California Assembly approved the new state budget this morning after the state Senate passed the measure by a single vote. The controversial budget, which aims to reduce a $42 billion deficit, is now in Gov. Arnold Schwarzenegger's hands. After three months of political battles, the new plan includes billions of dollars in new taxes plus "billions of dollars in cuts to schools, healthcare institutions, higher education and programs for the poor," the Los Angeles Times reported.
