California is the first state to pay for a transgender inmate’s reassignment surgery. The inmate in question, Shiloh Quine, entered jail as Rodney in 1980 and is serving a life sentence for murder. Another inmate previously earned the right through a federal court order to have sex-reassignment surgery in April. California prison officials had denied surgeries in both instances but the state pushed back and allowed it. California has some 400 transgender inmates that receive hormonal treatments.
