According to California’s water board, the drought-plagued state saved less water in February than it has since major conservation efforts began last summer. Water usage was cut by a paltry 2.8 percent in February, compared to 8 percent in January, and 22 percent in December. Gov. Jerry Brown issued a mandatory savings order last week to force the state to cut water usage by 25 percent.
