Canada's health minister, Jane Philpott, said that the country's Liberal government plans to introduce legislation decriminalizing recreational marijuana by the spring of 2017. Prime Minister Justin Trudeau previously promised that this legislation was coming down the pipeline during his campaign last year. “We will work with law enforcement partners to encourage appropriate and proportionate criminal justice measures,” Philpott said. “We know it is impossible to arrest our way out of this problem.“
