"It's been used with great discrimination by people who know what they're doing and has produced a lot of valuable information and intelligence.” Cheney was similarly unrepentant on the economy, insisting that the administration was blameless. “I don't think [Bush] needs to apologize. I think what he needed to do is take bold, aggressive action and he has," Cheney said. "I don't think anybody saw it coming."
