As part of Mayor Rahm Emanuel's efforts to "overhaul" his city's police department, every Chicago police officer will be armed and trained with a Taser by June 2016. "Just because you are trained that you can use force, doesn't mean you should," Emanuel said at a press conference on Wednesday afternoon. The new policy comes as a response to multiple controversies surrounding the department's use of lethal force against citizens—including the 2014 slaying of Laquan McDonald as well as the death of a 19-year-old mentally ill student and the "accidental" killing of a 55-year-old grandmother this past weekend.
