She is on tour in Asia, viewing the American Pavilion at the Shanghai Expo this weekend before heading to Beijing for three days of talks with China about economic and security issues. Tensions between North and South Korea have risen so high the issue will likely dominate the agenda. "Let me be clear: This will not, and cannot be, business as usual," Clinton said, speaking in a grave tone. "There must be an international, not just a regional, but an international response."
