The Clinton Health Access Initiative did not submit foreign-donor data to the State Department for review from 2009 to 2013, despite Hillary Clinton’s promises that Clinton Foundation entities would do so. According to organization spokeswoman Maura Daley, only one donation was submitted for review in that time period, with the rest deemed unnecessary. The Boston Globe reports that “grants from foreign governments increased by tens of millions of dollars to the Boston-based organization” during that time.
