The Baltimore City Police officer seen on a video spitting on a man in custody has been charged with second-degree assault and misconduct. Earlier this month, video circulated of Officer Robert Messner—a 34-year veteran of the force—arresting Alfred Evans in Baltimore. After several seconds, Messner is seen jerking his head, after which the crowd around him starts shouting, “He spit on him!” Messner remains suspended from the force.
