The Fifth Circuit Court of Appeals ruled 2-1 on Tuesday against lifting an injunction and allowing undocumented U.S. immigrants to avoid deportation and obtain work permits while the fate of President Obama’s executive action is determined in court. A lower court had already ruled against allowing implementation of the executive action and 26 states have appealed the order in court. The Fifth Circuit’s ruling means that implementation will be delayed until the court case is resolved.
