Could President Obama’s signature achievement be dismantled by the courts? A federal judge ruled on Monday that his health-care law was unconstitutional—in particular, the individual mandate that requires citizens to buy insurance or pay a fine. Previously, two federal judges had thrown out such challenges, but U.S. District Judge Henry E. Hudson, who was appointed by George W. Bush, accepted the Virginia attorney general’s argument. Most parties agree that the case will end up before the Supreme Court.
