U.S. and Cuban officials will hold crunch talks Thursday in an attempt to determine who is targeting American diplomatic staff with mysterious “health attacks” that have left some with brain damage. The strange attacks began nearly two years ago and have affected 25 embassy workers in Havana as well as one at the U.S. consulate in Guangzhou, China. The State Department said Thursday’s meeting is “part of our ongoing effort to investigate and better understand the health conditions of our diplomats.” It said the Cuban delegation would “receive a general medical briefing about the injuries experienced by U.S. personnel who served in Havana.” State has downplayed reports that investigators have focused on a microwave device as the source of the symptoms and that it now suspects Russia of carrying out the bizarre attacks.
