Washington, D.C.’s Navy Yard returned to semi-normal Thursday morning, reopening at 6 a.m. for what officials said would be a “normal workday” after 12 people were killed in a shooting there Monday. Only Building 197, where the shooting happened, and the base gym, which is being used as a staging area for the FBI investigation, will remain closed. Meanwhile, Defense Secretary Chuck Hagel has ordered a security review of all the country’s military bases to prevent officials from missing “red flags,” as they may have in this case.
