NYPD officer who shot and killed Small after road rage incident.
NYPD officer Wayne Isaacs was stripped of his badge and gun after video came out of his shooting of Delrawn Small following a road rage incident on July 4. Isaacs was in civilian clothes at the time of the incident and Small confronted him after he thought the officer had cut him off. Early evidence led police to think that Isaacs opened fire after Small punched the officer. But the released video seems to show Small getting shot immediately as he approaches the car.
