Bad news if you want to be adopted by an American couple, Gerard. Russian president Vladimir Putin announced Thursday that actor Gerard Depardieu had been given Russian citizenship. The actor moved to Belgium in December to avoid paying France’s high tax rates, which almost went up to 75 percent for the country’s richest citizens.
