Typical DMV—putting a damper on our futuristic self-driving car fantasies. The California Department of Motor Vehicles announced rules for self-driving cars that will cover current manufacturer testing of autonomous vehicles, to go into effect after September 16. They stipulate that a driver must complete a training program and be in the driver's seat while the car is moving to take back control if necessary. The manufacturer of such cars must also have a $5 million insurance or surety bond.
