One of the reasons the Department of Justice is considering investigating the Ferguson Police Department for civil rights violations is a report by The Daily Beast's Michael Daly. In the report, Ferguson cops arrested the wrong man, an African-American, but charged him anyways for destruction of property after he bled on their uniforms after they allegedly beat him. On Wednesday, Daly reported that one of those officers, Kim Tihen, now sits on the city council.
