Hooray! After flirting with closing above 13,000 last week, the Dow Jones industrial average finally hit the mark Tuesday after a consumer-confidence report was better than expected. The high note is the first time the market has passed the number since the 2008 financial crisis hit. The Dow closed at 13,005. Meanwhile, European markets gained Tuesday after Angela Merkel secured Germany’s approval for the second bailout of Greece.
