The U.S. Department of Transportation plans to institute by the end of the year a rule requiring all drone owners to register with the government. According to three sources with inside knowledge of the agency, all commercial and personal drones will qualify for the requirement. The move comes as part of the government's efforts to regulate drone flights, especially those used by businesses.
