A federal grand jury will indict alleged Charleston church shooter Dylann Roof on hate crimes charges Wednesday, according to an official. Roof is already facing nine murder charges and three attempted murder charges for allegedly shooting parishioners at the historically black Emanuel AME Church in what some have called the worst racially motivated hate crime in the state’s history. South Carolina, however, is one of a handful of states with no hate crimes statute of its own. Federal prosecutors are calling their case a “backstop” to the state’s murder cases.
