Floodwaters from the heavy rains from Tropical Storm Lee began to recede along the East Coast after prompting evacuations and school closures during the week. The waters of the Susquehanna River finally started to recede Friday, after prompting the evacuations of about 100,000 people. Parts of Pennsylvania received up to nine inches of rain during the storm, while downpours in Washington, D.C., and Northern Virginia caused the deaths of three people, and flooding continued through Friday. At least 11 deaths have been blamed on Lee. Floodwaters crested at 38 feet Thursday night in Wilkes-Barre, Pa., which was below the levee system and less than feared. In Binghamton, N.Y., the mayor said this was the worst storm to hit the region in 60 years.
