Israel's Shin Bet intelligence agency said Wednesday it arrested two Palestinians for working with al Qaeda to bomb the U.S. embassy in Tel Aviv and a convention center in Jerusaleum. Foreign suicide bombers would pose as Russian tourists to carry out the attack, Israel said. This is the second report in two months that the terrorist group may be moving into the West Bank.
