An American fugitive deemed a “domestic terrorist” by the FBI was handed over to U.S. law enforcement by Cuban authorities on Friday, according to NBC News. Joseph Mahmoud Dibee, wanted for his role in a series of arson attacks carried out by “environmental extremist groups” in the 1990s, had reportedly been preparing to board a plane to Russia when he was apprehended. Cuba’s Ministry of Foreign Affairs said Dibee had been flagged by an Interpol Red Notice ahead of his flight. Dibee, who was on the run for at least 12 years, now faces charges of conspiracy to commit arson, conspiracy to destroy an energy facility, and possession of a destructive device. He reportedly pleaded not guilty on Friday.
