Both the Federal Communications Commission and the U.S. Department of Justice recommended Monday that Charter Communications' $78 billion takeover of Time Warner Cable be approved. Both agencies have proposed requirements that would make the massive acquisition more approvable, including a settlement preventing Charter from making it difficult for online video distributors like Netflix to obtain content, and conditions aimed at increasing the number of homes with high-speed Internet access.
