A new municipal judge in Ferguson announced Monday that he directed the court to void arrest warrants issued before 2015 as part of the city's sweeping reforms to address institutional racism. The judge, Donald McCullin, has also planned to lower the penalties for traffic violators who don't show up to court. These reforms are in response to a Justice Department report that found the court system in Ferguson to be guilty of racial discrimination.
