FIFA’s independent ethics investigator resigned Wednesday over the handling of his 18-month investigation and subsequent report on the controversial bidding process for the 2018 and 2022 World Cups. Michael Garcia, an American lawyer, issued a statement citing his loss of confidence in the ethics committee’s independence after FIFA issued a 42-page summary of his 430-page report. Garcia called the summary “erroneous” and filed a failed appeal. “No independent governance committee, investigator, or arbitration panel can change the culture of an organization,” he wrote.
