Rodrigo Duterte, the president-elect of the Philippines who has been widely compared to presumptive U.S. Republican nominee Donald Trump, said Tuesday that he’ll overhaul the country’s constitution, shifting power from what he called “imperial Manila” to other provinces. “There will be major rewriting of our constitution,” a spokesman said. The 71-year-old has gained international notoriety for his foul-mouthed campaign, in which he proposed the mass murder of criminals and made a rape joke about a woman who was killed in a Filipino prison. Duterte, who said during the campaign, “I’ll behave if I become president,” is expected to take office on June 30. He has noted, however, that he will not make any state visits to countries with cold weather.
