It only took the virtual invasion of Ukraine by Russia—and several thousand dead at the hands of Russian-backed rebels—for France to halt the sale of a warship to Moscow. French President Francois Hollande’s office announced Wednesday that conditions are “not right” for the delivery of the first of two Mistral naval-assault ships to Russia. Previously, France said EU sanctions on Russia didn’t apply retroactively to the sale.
