The Japanese earthquake couldn’t have occurred at a worse time for Libyan rebels: The world’s attention has turned elsewhere as Muammar Gaddafi tightens his grip on the country he once seemed sure to lose. Libyan state television reported Sunday that Gaddafi’s forces have regained control of the eastern town of Brega, one of the earliest cities to fall to rebel control, and military leaders pledged to retake the rebel capital of Benghazi.
