Is there a grownup in the room? The contractors that constructed the health insurance exchanges are blaming others for the site’s failures. CGI Federal blames the Centers for Medicare and Medicaid because the work was supervised by the agency. CGI also blamed Quality Software Services Inc. (part of UnitedHealth Group), which was in charge of creating password-protected accounts. For its part, UnitedHealth says it’s the administration’s fault for deciding last minute that consumers need an account on the site. Contractors are scheduled to testify before Congress Thursday.
